Table of Content

A UAE luxury-sector business operating through a free zone structure, with approximately 300 employees across seven UAE trade licences, moved its internally managed payroll to Nathan HR. We took responsibility for its end-to-end payroll processing across the UAE. Our centralised model covered payroll execution, standardised reporting, structured governance, employee payroll support, and the applicable WPS and end-of-service processes.

For businesses assessing free zone payroll in the UAE, this case shows what outsourced payroll involves for a group with several licensed entities. It covers what the payroll provider takes on, what the employer keeps control of, and what has to be established before payroll changes hands.

    The Client’s Payroll Setup

The client is a luxury-sector company operating in the UAE, with approximately 300 employees across seven UAE trade licences. Its internal HR team managed payroll for all of those operations.

With seven licences, payroll runs across several licensed entities, each with its own employees, payroll inputs and reporting requirements.

    Why Payroll Was Outsourced

The company wanted to replace its internally managed payroll function with a fully managed, technology-enabled outsourced payroll model. It had two objectives: to move routine payroll administration away from the internal HR team, and to centralise payroll for its UAE operations under one managed operating model.

    How Nathan HR Took Over

We took responsibility for the client’s end-to-end payroll processing across its UAE operations, using our centralised payroll system. One payroll system and one payroll provider handled every UAE entity, instead of payroll sitting with the internal HR team.

The scope covered payroll execution for each UAE entity and employee payroll support. Standardised reporting gave the client the same set of payroll reports for each entity in every cycle, and structured governance defined how payroll was controlled under the outsourced model. Salary and personal data were handled confidentially and securely.

The scope also included the applicable WPS-related payroll requirements and end-of-service benefit administration, both explained in the sections that follow.

Our managed payroll service runs on Payroll Central, Nathan HR’s in-house payroll technology, and is delivered by our payroll specialists. Every Nathan HR client also receives a dedicated HR Business Partner. Our onboarding steps for new payroll engagements appear later in this article.

    Payroll Across Seven Licences

One payroll provider can manage several UAE entities, but a multi-entity payroll cannot be run as one undifferentiated list of employees. For each worker, the provider needs to know:

    • which legal entity employs them

    • which employment framework applies to that entity

    • which wage-payment route the entity uses

    • which payroll inputs have been approved for that cycle

    • what the entity needs in its payroll reports

UAE Government guidance explains why the employment framework has to be checked entity by entity. Free zone employees are generally governed by the regulations of the relevant free zone authority together with the UAE Labour Law, and each free zone has its own rules and procedures. Financial free zones such as DIFC and ADGM operate their own independent employment frameworks.

For this client, we processed payroll across all of its UAE entities within one centralised model.

    WPS and Free Zone Payroll

WPS-related payroll requirements formed part of our payroll work for this client’s UAE operations.

WPS does not apply in the same way to every UAE free zone company. According to the UAE Government’s guidance on payment of wages, establishments registered with MOHRE must pay wages through the ministry’s Wage Protection System. Under Ministerial Resolution No. 340 of 2026, salaries for the previous month fall due on the first day of each Gregorian month.

Free zone employers follow the rules of their free zone authority, so the applicable wage-payment route depends on the employer, the entity and the jurisdiction. In a group with several licences, that route should be confirmed entity by entity. Nathan HR supports both WPS payroll and non-WPS payroll processing, depending on the applicable requirements and the agreed operating model.

    End-of-Service Administration

End-of-service benefit administration and calculations sat within the payroll scope for this client.

Operationally, each calculation depends on accurate employee and service records, such as joining dates, contract terms and salary details. It must follow the employment framework that applies to the employee’s entity: mainland rules cannot be assumed for every free zone employee, and DIFC and ADGM apply their own frameworks. Once the employer approves the final information, it feeds into payroll and the final settlement.

    What Changed for the Client

Moving to the outsourced model improved payroll accuracy and reduced the payroll workload handled by the internal HR team. The business gained a more controlled payroll operating model, with consistent payroll delivery across its UAE operations.

The model is also more efficient and scalable, giving the business a payroll structure designed to support growth across its UAE operations.

If your business runs payroll across one or more free zone entities, the next section sets out what to establish before outsourcing.

    Payroll Outsourcing for Free Zones

A UAE free zone company can outsource payroll processing to a specialist payroll provider. Before you hand payroll over, establish:

    • Legal entities and trade licences: which entity employs each worker.

    • Free zone jurisdictions: the authority and employment framework for each entity.

    • Employee populations: headcount per entity, contract types and pay groups.

    • Current payroll process: who prepares inputs, who checks them and who releases payment.

    • WPS or non-WPS requirements: the wage-payment route for each entity.

    • Cut-off and approvals: the monthly date for changes and the sign-off chain.

    • Pay elements: allowances, deductions and overtime rules.

    • Reporting: what HR, finance and management need each cycle.

    • End-of-service requirements: the framework that applies and the data it needs.

    • Payroll history: records the provider will need for the transfer.

    • Existing systems: HR, finance or ERP tools that send or receive payroll data.

For a broader explanation of the service model, see our guide on how payroll outsourcing works in the UAE.

    Moving Payroll to Nathan HR

For new payroll engagements, our onboarding process can include:

    1. Requirements and process mapping: we document your payroll requirements and current processes.

    2. Data review: we review employee data and historical payroll records. Three months of payroll history is required for the data transfer.

    3. Configuration: we configure the payroll setup for your entities, pay elements and reporting.

    4. Validation or shadow payroll: where payroll complexity requires it, we run validation or shadow payrolls before go-live.

    5. Agreed go-live: we agree the go-live date and process with you.

    6. Ongoing payroll: we run payroll under the agreed operating model.

The exact implementation depends on scope and payroll complexity. Employees can access payslips online or through a mobile app, depending on the service setup.
