CICPA-ready deployment

Project-site access under our visa, with CICPA clearance handled

You win the contract. We employ the people on our MOHRE-licensed visa, process their residency, and obtain the CICPA security clearance they need to access critical infrastructure and oil & gas project sites in Abu Dhabi. They work on your project. They remain legally employed by us.

Clear process

How we get your people on site under our visa

The sequence is straightforward. You provide the commercial proof of the contract. We handle employment, visa and CICPA clearance.

  1. 1

    You are awarded the contract

You secure the project or work order that requires personnel on a restricted or critical infrastructure site.

  2. 2

    You issue a formal letter

You provide a letter confirming you have been awarded the contract and that Nathan HR (or our licensed entity) will be the employer of the personnel deployed to the project.

  3. 3

    We employ & visa them

We issue the employment contract under our company, obtain the work permit and residency visa under our MOHRE Temporary Employment licence, and complete onboarding.

  4. 4

    We obtain CICPA clearance

Using our Abu Dhabi mainland entity and oil & gas activity, we process CICPA / National Guard security clearance so the employees can access the project site.

Division of responsibility

What you provide. What we handle.

You provide

  • Confirmation that your company has been awarded the contract / work order
  • A formal letter stating that Nathan HR (or our licensed Abu Dhabi entity) will act as the employer of the personnel assigned to the project
  • Project / site details needed for the CICPA application (location, duration, scope)
  • Any Letter of Assistance (LOA) or client-side approvals already obtained from the project owner (e.g. ADNOC)
  • Job descriptions and the list of people (or roles) you need deployed
  • Day-to-day direction and performance management of the people on site

Nathan HR handles

  • Employment contract under our licensed company
  • Work permit and residency visa under our MOHRE Temporary Employment & Outsourcing licence
  • Emirates ID, medical fitness and related onboarding formalities
  • Company registration and PRO setup with CICPA / National Guard where required
  • Submission and follow-up of individual CICPA security pass applications
  • Ongoing payroll, WPS, visa renewals and full employment compliance
  • Legal employment liability, since the employees remain employed by us

Why the contract award letter matters

CICPA and related security processes require a clear commercial and employment link. Your letter confirming that you have been awarded the contract and that you are using Nathan HR as the employer of the deployed personnel gives us the documentary basis to process visas under our licence and to pursue CICPA clearance for site access. Without this link, the security authorities will not treat the application as valid for your project.

Why this works

The advantage of our licensed structure

Most staffing or mediation providers cannot combine visa sponsorship with CICPA eligibility. Our structure is built for exactly this use case.

Abu Dhabi mainland entity

Executive Employment Services LLC holds a proper Abu Dhabi mainland licence, a foundational requirement for CICPA applications on most critical infrastructure sites.

Oil & gas activity on licence

Oil and gas services activity on our Abu Dhabi licence supports eligibility for security clearances related to energy and critical national infrastructure projects.

MOHRE Temporary Employment licence

We sponsor the employee on our own visa quota. They are not on your books. You keep operational control; we carry the employment relationship and compliance burden.

Legal separation

Because the employee is employed by Nathan HR, employment-related claims sit with us. Your company remains focused on the project, not on labour-law exposure.

Single accountable partner

Visa, payroll, compliance and CICPA coordination are handled by one team. You do not need to coordinate multiple providers or open your own entity for short- or medium-term project needs.

Project-ready flexibility

Ideal for contractors and subcontractors who win work on restricted sites but do not want (or cannot) put the full headcount on their own visa quota and CICPA file.

In one sentence

You win the contract and confirm in writing that Nathan HR is the employer. We put the people on our visa, obtain CICPA clearance for site access, and keep them compliant for the duration of the project.
